Only Belarusians can correctly pronounce this sound. In other languages, the letter "ў" does not occur. It is called "near short" or "unreliable" and came into use at the end of the 19th century.
Philologists like to gather near this monument. They argue who will better utter this sound, and then write poems in honor of their favorite letter.
This monument is akin to the Russian letter "E". It was installed during the celebration of the "Days of Belarusian Written Language". So the locals paid tribute to their native language. After all, the letter is unique, singling out the Belarusian language among others.
